One of the first steps to ensure WPS compliance is to register your company with a WPS service provider. Merely going through the registration formality does not ensure compliance. As a company, you need to follow up on each transaction with your service provider, typically on a monthly basis, to ensure that salary processing is happening via the Wage Protection System. Only this will ensure that your company remains WPS compliant.

Employees’ Accounts

Determine how many of your employees have a bank account. If a majority of your employees have a bank account, then it’s much easier for registering and processing your WPS payments. This is because many a time, determining where the salary is to be disbursed is a time consuming exercise. As part of this process, one might have to open a bank account or provide a pre-loaded ATM card or arrange for cash disbursement via an Exchange House or arrange for cash delivery at the work sites for site based employees who are typically labourers and who usually don’t have bank accounts.

Each WPS Service Provider may have a different charging method for the WPS services they provide. It is possible that they use one of the below listed methods or a combination of two or more of these methods.

Changing your WPS Service Provider

If the need arises, you can change your WPS service provider at any time without any impact whatsoever to your salary processing or your WPS compliance status. However, the new provider would be responsible only for those salary payments processing via them and not the older processings done by your previous service provider.

The Salary Information File (SIF)

The payroll information of your employees is converted into a file with the format SIF (Salary Information File). The Wage Protection System will process only SIF files, which are comma separated fixed length text files. However, some WPS service providers will permit you to provide the payroll in formation in a simple format, say an Excel spreadsheet. They will in turn convert the spreadsheet into SIF format before processing it. The ideal will be to have your Payroll application/ ERP system/ Accounting package process the payroll data and output it in SIF format, ready for WPS processing.

Support Mechanisms of Service Providers

Salary processing and disbursement being a very sensitive matter, both from an employee relations standpoint and an accounting perspective, it is important for you to verify and validate the support mechanisms available with the various service providers. It is also important that the provider has a scalable application to process large volumes of files as this can be critical when there is a rush on account of national holidays etc.

Producing Proof of Payments

In case of any dispute between the company and the employee on account of salary disbursement, the company might be asked to produce proof of salary disbursement through WPS. In such cases, your WPS service provider should be able to provide (upon request) the proof of salary transfer to the employee. It would be prudent that you check how such cases are handled before you sign up with a service provider.

Online or Offline Payment

Some providers may accept the WPS payments only through their online system, while some others have the flexibility of accepting payments online and offline. Both methods have their own merits and demerits but it is best that you check this aspect out, and match it with your company’s specific processes and requirements.
